The Concept of “Harm Reduction”: A Harder Path, But a More Worthwhile One
1、The Reality That Cannot Be Banned
In public health discussions, “banning” often seems the simplest and most politically correct approach.
Ban tobacco, ban alcohol, ban anything addictive.
But human desire never disappears through prohibition—it merely changes form.
Smoking is not just a “bad habit.” It involves psychological dependence, physiological reactions, social identity, and emotional regulation.
When society simply shouts “quit,” without offering alternatives, most people only fall deeper into frustration and helplessness.
Thus, the concept of “harm reduction” emerged—a more difficult choice.
It acknowledges human limitations while trusting in technological possibilities.
Compared to prohibition, it is a long and rational road to walk.
2、The Logic of “Harm Reduction”: Not Harmless, But Less Harmful
“Harm reduction” has never meant “completely safe” or “harmless.”
Its premise is simple: harm cannot be entirely eliminated, but it can be effectively reduced.
In traffic safety, seat belts cannot prevent accidents, but they greatly reduce fatalities;
In public health, condoms cannot eliminate risk, but they lower transmission rates.
In the tobacco field, harm reduction means:
If some people cannot quit nicotine for now, help them avoid combustion.
3、Why Can Oral Nicotine Products Reduce Harm?
The main health threat from smoking does not come from nicotine itself, but from combustion.

Their advantages include:

In other words, oral nicotine products are not “safe tobacco,”
but “less harmful nicotine alternatives.”
They cannot make users completely risk-free, but they can significantly reduce the level of harm.
4、A Real-World Example: Sweden’s “Alternative Success”
Sweden has one of the lowest smoking rates in the world.
Fewer than 10% of Swedish men smoke, while more than 20% use oral tobacco (Snus).
The result: Sweden’s male lung cancer rate is the lowest in Europe.
This is no coincidence.
When millions of people satisfy nicotine cravings without burning tobacco,
chemical exposure naturally decreases, and so does health risk.
The UK Public Health England (PHE) pointed out in 2021:
“Alternative nicotine products (such as e-cigarettes and oral tobacco)
carry only about 5% of the harm associated with traditional tobacco.”
This does not mean they are safe—it means technology and rationality
can be far more powerful than prohibition.
5、Harm Reduction: Not Indulgence, But Respect
Critics often argue that harm reduction equals indulgence.
In truth, it is closer to acknowledgment—
Acknowledging human complexity, and acknowledging real-world diversity.
Under scientific regulation, oral nicotine products are not meant to encourage smoking,
but to provide a rational alternative for those who have repeatedly failed to quit.
They create a third option between “smoke” and “don’t smoke”:
Neither indulgence, nor denial.
6.Rationality Is Rarer Than Extremes
“Harm reduction” is a difficult path.
It requires science, regulation, transparency—and the patience and rationality of society.
Oral nicotine products will not make the world perfect,
but they can help countless individuals
inhale less tar, less smoke, and suffer fewer diseases.
In the long marathon of public health,
that may already be the most meaningful step forward.
